You might want to check out a local dealer who really gets the ins and outs of Louisiana. It can make a big difference. Plus, some shops even do fingerprinting and photo services right there on-site.

It really depends on the dealer and how fast they submit everyting.

eForms are definitely the way to go these days afaik
